Centre reconstitutes Drugs Technical Advisory Board

The ministry of health and family welfare has reconstituted the Drugs Technical Advisory Board (DTAB), by including state drug regulators of Goa and Himachal Pradesh, and representatives from Indian Pharmaceutical Alliance, Indian Pharmaceutical Association, among others.

The new notification, issued on March 12 reconstitutes the 18 member committee which was constituted on October 18, 2021. The DTAB was reconstituted in May, 2018, prior to that.

The revised board will continue to have the director general of health services, New Delhi as its ex-officio chairman and the Drugs Controller of India; Directors of Central Drugs Laboratory, Kolkata, Central Research Institute, Kassauli, Indian Veterinary Research Institute, Bareilly, and Central Drugs Research Institute, Lucknow; chairman of National Medical Commission; and president of Pharmacy Council of India as ex-officio members.

While the Commissioners of Gujarat Food and Drug Control Administration (FDCA) and Madhya Pradesh Food and Drug Administration (FDA) were in the previous board, they were replaced by the director of directorate of Food and Drugs Administration, Goa and State Drugs Controller, Drugs Control Administration, Himachal Pradesh through the latest notification.

A government analyst from the Drug Control Laboratory, Andhra Pradesh, and a government analyst from Government Public Analyst Laboratory, Uttar Pradesh will replace the two government analysts from Drugs Testing Laboratory, Karnataka and Food and Drugs Laboratory, Gujarat in the new Board.

Sudarshan Jain, secretary general, Indian Pharmaceutical Alliance (IP Alliance), and Dr R N Gupta, national president, Indian Pharmaceutical Association, Atul Kumar Nasa, member, executive committee, Pharmacy Council of India, and Dr Bhavesh Vyas, Assistant Professor, Department of Pharmacology, Narendra Modi Medical College, Ahmedabad, are also members of the reconstituted board.

Dr Vijay Oza, Member, Post Graduate Medical Education Board, National Medical Commission, and Dr Jerin Jose Cherian, Scientist-E, Indian Council of Medical Research, who were members of the previous board, will continue to be the members of the reconstituted board.

The previous Board had Prof (Dr) Shailendra Saraf, University Institute of Pharmacy, Pt. Ravishankar Shukla University, Sudhir Mehta, chairman of Torrent Pharmaceuticals, Dr J A Jayalal, national president of Indian Medical Association (IMA), and Dr T V Narayana, president of Indian Pharmaceutical Association, as its members. The new board does not have representation of IMA.

According to the Section 5 in the Drugs and Cosmetics Act, 1940, the nominated and elected members of the board shall hold office for three years, but shall be eligible for re-nomination and re-election, provided that the person nominated or elected shall hold office for so long as he holds the appointment of the office by virtue of which he was nominated or elected to the board.

The Board may, subject to the previous approval of the Central government, make by-laws fixing a quorum and regulating its own procedure and the conduct of all business to be transacted by it.

The board may constitute sub-committees and may appoint to such sub-committees for such periods, not exceeding three years, or temporarily for the consideration of particular matters, persons who are not members of the Board, says the regulation.
