Health ministry amends recruitment rules for medical devices vertical

The Union health ministry has amended the recruitment rules for the medical device vertical in the Central Drugs Standard Control Organisation (CDSCO) to include provisions related to eligibility of promotion to the post of assistant drugs controller (ADCs) and qualification of drugs inspectors in the vertical.

In a notification amending the Recruitment Rules, 2024, the Ministry added provisions in the schedules where the promotion criteria of ADCs and eligibility criteria for drugs inspectors was mentioned.

According to the amendment, in the rules related to the promotion to ADC (I), it has added a note stating that "the eligibility service for the incumbents holding the post of drugs inspector (medical devices) on regular basis on the date of commencement of these rules, shall be six years of regular service in the grade."

This has been added next to the note where it states that where juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors would also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less, and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service.

As per the existing rules notified on November 6, 2024, the drugs inspectors (medical devices) in level 8 (Rs. 47,600-151,100) of pay matrix with eight years regular service in the grade and having successfully completed two weeks mandatory training as prescribed by the competent authority shall be considered for promotion to the post.

Another amendment is to the provisions related to qualification of the drugs inspectors in the vertical. The existing rule that “bachelors of engineering technology in bio medical”, shall be considered as eligible for the post, has been amended so that the "bachelors of engineering or technology in bio medical” will be considered for recruitment to the post.

It may be noted that the Centre has framed and finalised rules, which was then notified in November, 2024, regulating the method of recruitment to various posts under the CDSCO for the medical devices sector, in an effort to strengthen the regulatory activities for medical devices in the country.

The notification has brought in rules for the recruitment to the posts of Additional Drugs Controller, Joint Drugs Controller, Deputy Drugs Controller, Assistant Drugs Controller and Drugs Inspector (Medical Devices) (Group ‘A’ and ‘B’ Posts) in the CDSCO.

Assistant Drugs Controllers will be recruited in Level 11 in the pay matrix, with an age limit of 40 years. The essential qualification for the post is masters degree in relevant courses and four years' experience in the medical devices manufacturing, testing, regulation, or designing or bachelors degree in relevant course with six years' experience in the sector. Fifty per cent of the posts would be filled through direct recruitment, while the rest will be through promotion, failing which deputation.

For direct recruitment as drugs inspectors, bachelors of engineering technology in bio medical or chemical or mechanical or electrical or electronics or instrumentation or bio-technology or polymer or computer science or medical electronics engineering from a recognised university or institute; or bachelors degree in pharmacy or pharmaceutical science or microbiology or bio- chemistry or chemistry or life sciences from a recognised university or institute are eligible, said the notification in November, 2024.

Cdsco shall recruit the experience certification body or Notified body auditors with good knowledge of ISO 13485 and MDR 2017 for the Drug inspector post.
With the good knowledge of relevant standards medical device inspection will perform effectively.
