India revises list of stakeholders in anti-dumping probe on NBR from China, EU, Korea & Russia

In a significant development in India’s ongoing efforts to safeguard domestic manufacturing, the Department of Commerce, Ministry of Commerce & Industry, through the Directorate General of Trade Remedies (DGTR), has issued a revised list of interested parties in the anti-dumping investigation into imports of Acrylonitrile Butadiene Rubber (NBR) from China PR, European Union, Korea RP and Russia.

NBR, also known as nitrile rubber, finds several applications in the pharmaceutical industry in medical gloves, seals, and other equipment where oil and chemical resistance are crucial.

The investigation stems from an application filed by Apcotex Industries Limited, alleging that NBR imports from the aforementioned countries are being dumped in the Indian market at unfairly low prices, causing material injury to the domestic industry.

The updated list includes entities that have formally requested registration as "interested parties" in response to the Initiation Notification dated September 26, 2024. All interested stakeholders have been directed to share non-confidential versions of their submissions with all other parties involved and the DGTR, via designated email addresses- dd15-dgtr@gov.in dd19-dgtr@gov.in with a copy to adv11-dgtr@gov.in.

Stakeholders have seven days from the publication of this notice to inform the DGTR of any omissions or errors in the list. This procedural transparency is aimed at ensuring equal opportunity and fair representation during the investigation process.

If dumping is proven, anti-dumping duties may be imposed to restore fair trade and level the playing field for Indian manufacturers. The DGTR emphasizes procedural integrity and stakeholder participation throughout the investigation.

The updated interested parties list include Apcotex Industries Limited, Delegation of the European Union to India, JMF Synthetics India Private Limited, JMF Performance Materials Private Limited,  Imperial Waterproofing Industries Pvt. Ltd., Kumho Petrochemical Co. Ltd., Wadi Surgicals Private Limited, Tegamen Safety Products Pvt Ltd, Latrile Gloves Private Limited, Navco Industries Private Limited, Koove IOT Private Limited, Liberty Med Supplies Private Limited, Indian Rubber Gloves Manufacturers Association, Trade Representation of the Russian Federation in the Republic of India, Rishiroop Limited, Rishiroop Polymers Private Limited, PJSC SIBUR Holding, SIBUR International Trading (Shanghai) Co., Ltd, Krasnoyarsk Synthetic Rubber Plant, Public Joint-Stock Company (KSRP) and Reliance Sibur Elastomers Private Limited (RSEP) among others.
