In line with Articles 24.06 and 24.07 of the Council’s Articles of Association, The Pharmaceuticals Export Promotion Council of India (Pharmexcil) has formally announced the commencement of elections to fill one-third of the seats on its Committee of Administration (CoA) for the 2025–26 term.
These vacancies, arising from routine retirement and unoccupied positions, will be filled through a formal election process.
The Council has invited nominations from eligible members across multiple categories, reflecting its commitment to balanced representation within the industry. A total of six seats are open for contest, distributed as follows:
Pharmexcil has announced that one seat each has been made available for Two-Star, Three-Star and Four- Star Export Houses under Star Export Houses or Star Trading Houses categories with the required document of Star Export House Certificate issued by the Directorate General of Foreign Trade (DGFT).
One seat each for Special Category of Women Entrepreneurs with required document of Proof of Promoter/Whole-time Director/Active Partner, Special Category of North Eastern / Hill Regions with required documents of Aadhaar card, PAN card, Certificate of Incorporation and R&D / CRO / Biotech Category with the required document of certificate from the concerned department.
As per the eligibility criteria, only ordinary members of the Council may contest. Candidates or their represented entities must meet minimum average export thresholds over the past two financial years for Micro Enterprises at Rs. 50 lakh, Small Enterprises at Rs. 1 crore and Medium Enterprises at Rs. 2.5 crore and others at above Rs. 2.5 crore.
Additionally, CoA members may serve a maximum of two consecutive three-year terms, followed by a mandatory two-year cooling-off period.
In cases where no nominations are received for specific categories, the Government of India retains the authority to nominate industry representatives. Such nominations will be guided by export performance data sourced from Directorate General of Commercial Intelligence and Statistics (DGCIS) for the relevant category.
Eligible members who are interested to contest the election may send their Nomination Form as per the specified format. The Nomination form must be sent in sealed cover duly writing/mentioning on the top of the cover “NOMINATION FOR ELECTION TO THE COMMITTEE OF ADMINISTRATION ALONG WITH CATEGORY APPLIED” to the Council’s Head Office at Hyderabad by on or before December 12, 2025 by 18:30 hours. Nomination received after the due date and time shall not be considered. Those nominations which are not in accordance with the prescribed format shall be treated as invalid.
As per the election schedule, scrutiny and announcement of eligible contestants will be held between December 15 and 16, 2025. Forwarding the Ballots through e-mails to Ordinary members (eligible voters) will be done on December 22, 2025. Voting through electronic voting system will be done between December 23 and 24, 2025. Counting of votes and declaration of results, uploading on Website and Communicating to the Department of Commerce (DoC) will all be done December 26, 2025.
The Annual General Meeting (AGM) and CoA taking charge will be held on December 29, 2025.
Pharmexcil’s announcement marks the beginning of an important governance exercise aimed at ensuring continued industry representation and leadership. Members are encouraged to submit nominations promptly and participate actively in the election process.
