The Pharmacy Council of India (PCI) has clarified that the institutions might have to submit the compliance on requirement of documents and deficiencies in seven days, while appeal on the PCI's Executive Committee regarding the approvals can be submitted in 15 days.
The clarification, on the timeline for submission of appeals and compliance details by the institutions for the Academic Session 2026-27, has been issued in connection with the PCI's revised time schedule in compliance with the Supreme Court of India's order on September 8, 2025 related to the time schedule for approvals and related proceedings for new and existing pharmacy institutions.
According to the time schedule prepared by the PCI, and approved by the Supreme Court in September, only those appeals or compliances will be considered for the current academic year which are submitted within 15 days of receipt of deficiency/non-approval 30 days prior to timeline fixed by the Council.
The Council has no clarified that regarding the appeals and compliance to be submitted by the institution for Academic Session 2026-27, seven days time will be given to the institutions for submission of complete documents to ensure compliance of statutory documents for new institutions applied for the first time.
Regarding compliance on deficiencies pointed out by the EC on inspection report, "Seven days’ time be given to the institutions to submit compliance on deficiencies pointed out by Executive Committee on inspection report from the date of communication of EC decision," it added.
If the institution failed to submit compliance on deficiencies pointed out by the EC on inspection report within seven days, or if institution's application is rejected or decided as 'not to make admissions' or not approved by the EC after considering the compliance, the 15 days’ time from date of communication of EC decisions will be given to the institutions to file an appeal.
The Council added that "compliance/appeal submitted on PCI Portal only will be accepted and no hard copy/email etc. will be accepted," and "no further opportunities will be given to the institution after 15 days to file the appeal and application will be automatically rejected."
The Council, in September, 2025, said that based on the Supreme Court's order, it is revising the time schedule with changes including that the institutions can approach the PCI for registration and submission of application throughout the year, and if the institution submits Standard Inspection Format (SIF) and Pharmacy Education Regulatory Charges (PERC) before November 1 of the previous year, the application shall be processed for the current academic session.
If the institution submits the application on and after November 1, of the previous year, the application shall be considered for the next to next academic session.
Statutory documents inspection will not be done without submission of statutory documents. In special circumstances, the statutory documents shall be submitted within 15 days from submission of SIF. This should be on or before November 15.
Inspection will be conducted within two months after the receipt of complete SIF subject to availability of Inspectors and other resources to the Council, and the inspection report shall be submitted to the PCI on the date of inspection itself. The inspection report should be placed before the executive committee within 30 days from its receipt, and the DC shall communicate the decision to the institution within 15 days from the receipt of the Committee's decision, on or before April 30.
The institution can submit an appeal or compliance (maximum twice), it said. Decisions shall be communicated to the institution within 15 days from the receipt of the EC's decision. The timeline for this has now been fixed as on or before May 31, of each academic year.
The last date of admitting candidates in seats other than allotted in these sections, is July 30. However, any number of rounds for counselling could be conducted depending on local requirements, but all the rounds shall be completed before this date, it added.
Finally, the academic session will commence from August 1, and the last date up to which students can be admitted against vacancies has been fixed as August 15.
One month of extension period would be kept for the PCI, for utilisation in case of unforeseen circumstances. However, the Council will inform the stakeholders about this, well in advance.
