The Nhava Sheva (NS)-II Commissionerate of Jawaharlal Nehru Customs House (JNCH) will conduct the 13th “Niryat Samvaad” on September 9, 2026, to provide pharma exporters with a direct platform to raise unresolved operational and procedural concerns and seek clarification on customs procedures and policy measures. The initiative is very significant for pharmaceutical exporters using JNCH for export clearances, particularly where customs-related issues affect documentation, assessment and movement of consignments.
The programme is part of the customs department’s trade facilitation efforts aimed at strengthening the ease of doing business by providing a structured channel for exporters to communicate directly with customs authorities.
“Niryat Samvaad” is designed as a dedicated grievance redressal forum through which pharma exporters can articulate individual concerns and seek timely resolution from the concerned customs authorities. For pharmaceutical exporters, who frequently deal with time-sensitive consignments, regulatory documentation and export procedures, such a mechanism can provide an opportunity to flag issues that may require clarification or intervention at the customs level.
The NS-II Commissionerate has encouraged pharma exporters to actively participate in the meeting and bring unresolved issues and relevant inputs before the department. Pharma trade bodies have also been requested to communicate with their members and facilitate the participation of exporters having pending grievances or concerns.
Exporters seeking to place an issue before the meeting have been asked to send an advance copy of their grievances, issues or concerns to the Appraising Main (Export), NS-II, JNCH, by email at appmainexp@jawaharcustoms.gov.in. The submissions must reach the office by 5 pm on September 3, 2026, ahead of the scheduled interaction.
The department has also prescribed a specific format for identifying submissions. The subject line of the email should begin with “Niryat Samvaad”, followed by the exporter’s Importer Exporter Code (IEC) and the word “grievance.” This is intended to facilitate identification and compilation of matters proposed to be taken up during the interaction.
The meeting is expected to provide pharma exporters an opportunity to obtain clarity on customs procedures and applicable policy measures while bringing individual operational difficulties to the notice of officials. The mechanism also enables the department to receive direct trade feedback on areas where procedural understanding or implementation may require further clarification.
The initiative has been issued with the approval of the Commissioner of Customs, NS-II, JNCH. Issuing the communication, Sunil Sathianesan, Assistant Commissioner of Customs, Appraising Main (Export), NS-II, JNCH, said the “Niryat Samvaad” is intended to facilitate direct engagement between the department and exporters for addressing grievances and providing clarity on customs procedures and policy measures.
The communication has been circulated to trade bodies and senior and field-level customs officers of NS-II, JNCH, including additional and joint commissioners, deputy and assistant commissioners, as well as officers associated with the Customs House Station (CHS). The department’s outreach is intended to ensure that unresolved pharma exporter concerns are brought before the appropriate authorities through a structured and time-bound process.
According to pharma trade experts, “For pharmaceutical exporters, the forum could serve as a channel to raise customs-related issues affecting regular export operations and seek clarification directly from JNCH authorities, while also strengthening communication between the exporting community and customs administration.”
