Academic expert asks Assam PSC chairman to issue corrigendum on advt for drug inspectors due to error in qualification norms

Academic expert and former vice-president of the Indian Pharmaceutical Association (IPA) Dr. Roop Narayan Gupta has urged the chairman of the Assam Public Services Commission (APSC) to issue one corrigendum on the public advertisement (15/2016) the PSC published on 26.10.2016 inviting applications for drug inspectors.

Dr Gupta, the ex-vice president of IPA, in his letter to the PSC chairman, said the advertisement was published without knowing the educational qualification norms prescribed in the D&C Acts and Rules. The PSC has published the advertisement with the old education norms which were amended in 1993. As per new norms, the candidate must have a degree in pharmacy or pharmaceutical sciences or medicine with specialization in clinical pharmacology or microbiology from a university established in India by law.

The advertisement of the public services commission prefers graduates in medicine or science from a recognized university and must have one year post graduate training in a recognized laboratory. Secondly, it wants candidates with degree in pharmacy or pharmaceutical chemistry or post graduate degree in chemistry with pharmaceutical as special subject.

Dr. Gupta said this notification is based on the old qualification norms of 1955 which was amended in 1993. As per the amended norms, Rule 49 of the Drugs and Cosmetics Act, there is only one qualification prescribed for the post of drug inspector and it is, ‘degree in pharmacy or pharmaceutical sciences or medicine' with specialization in clinical pharmacology or microbiology from a recognized university. APSC’s published qualification norm is not corresponding to Rule 49 of the D&C Rules.
 
Dr Gupta said since drug inspector’s post is statutory one, only legally qualified person can be appointed as a drug inspector, otherwise legal complications will arise. He has also written to the state drugs controller demanding to take measures to correct the error. Dr. R N Gupta is a professor in pharmaceutical sciences in the Birla Institute of Pharmacy in Jharkhand.
